it all depends on the time of day you're on the road. maybe it's my luck, but i notice they never do it like after 5pm or so. i dont do this kinda thing all the time. just to satisfy my curiosity about the car. and no, it's not a friend's.

if ya wanna do this kinda thing, use your better judgment. dont do it on a crowded road where you need to weave between lanes and subsequently endangering other road users. use stretches of road where you can see what's up a mile or more up ahead so you can be prepared. familiarity with the road also helps as you anticipate the turns, hills, whatnots. time of day would be important if you wanna avoid being ticketed. but again like i said, use your better judgment. speed can thrill as it can also kill.
